A big debate over AI is emerging just ahead of the midterm elections in November, notes Ed Mills, Washington policy analyst at Raymond James.

"The next phase of the AI trade will increasingly run through DC as the policy environment shifts from 'about as good as you hope' toward 'not as bad as you fear,' with data center moratoriums emerging as the most visible midterm risk," Mills writes in a note.

He adds that it has shifted the question of whether AI should be built at all to who should be paying for it, "with the focus on who will bear the cost of generating the power data centers need and who pays for the grid upgrades needed to support them."
