Only 8.22 billion shares changed hands on U.S. exchanges through 1:30 p.m. ET, according to Dow Jones Market Data. On an average day this year through 1:30 p.m. ET, 10.94 billion shares have already traded. Even this month, the average is at 9.19 billion.

Amid the slow trading day, the Dow Jones Industrial Average was up 432 points, or 0.8%. The S&P 500 rose 0.4%. The Nasdaq Composite was up 0.4%.
